Ronald Schaffer shows how, in order to mobilize the nation for the First World War, the US government evolved a complex system of rewards and punishments and so created a war-welfare state in which the groups having the largest bargaining power - businessmen, conservative labour leaders, military leaders, social reformers, organized women, and pro-war intellectuals - received the largest rewards for co-operation.
